As so starkly demonstrated by the COVID-19 pandemic, the 21st century is a time of disruptive change. The pandemic played out against a backdrop of long-term trends, such as a changing climate, shifting demographics, and emerging technologies, that are creating multiple challenges for local governments. The last in a series of lectures offered in conjunction with URSP 6881: The Comprehensive Plan, this presentation by course instructor David Rouse will explore how planners can help communities prepare for the future in a new era of uncertainty caused by accelerating change.

ABOUT THE SPEAKER
David Rouse, FAICP, ASLA is a consultant, educator, and author with over 40 years of experience in urban and regional planning and design. From 2013 to 2019, he served as Managing Director of Research and Advisory Services for APA, where he supervised programs and initiatives such as Planning and Community Health, the Sustaining Places Comprehensive Plan Standards, and Planning for Autonomous Vehicles. Prior to joining APA David was a principal at the planning and design firm WRT in Philadelphia, where many of his projects received professional awards for excellence. Examples include the Imagine Austin Comprehensive Plan (2012), FOCUS Kansas City Comprehensive Plan (1999), Lancaster County (PA) Growth Management Plan (2006), and comprehensive plans for Annapolis (1998) and Cumberland (1996) in Maryland. With Rocky Piro, he co-authored The Comprehensive Plan: Sustainable, Resilient, and Equitable Communities for the 21st Century, published in 2022 by Routledge Press.
