The Mid-Atlantic Region faces some of the most severe air quality problems in the nation. To help address this issue, the Mid-Atlantic Regional Air Management Association (MARAMA) partnered with the Environmental Finance Center at the University of Maryland (UMD EFC) to implement a financing program aimed at reducing diesel particulate matter and NOx emissions from diesel trucks serving the Ports of Baltimore, Philadelphia, Virginia, and Wilmington (DE). The Mid‐Atlantic Dray Truck Replacement Program operated from 2010 to 2014 and supported the replacement of 213 older drayage trucks with newer trucks, thereby reducing emissions of diesel particulate matter, nitrogen oxides, hydrocarbons, and carbon monoxide.
In this report, MARAMA and the UMD EFC provide estimated emissions reductions, lessons learned, and recommendations for implementing future voluntary drayage truck replacement programs.
