The William Penn Foundation (WPF) has been deeply engaged in the City of Philadelphia’s Green City, Clean Waters (GCCW) plan, which addresses the City’s combined sewer overflow obligations. WPF has supported the City and non-profits to establish innovative programs and implement green stormwater infrastructure in the City. EFC, with funding from WPF, convened a research team to investigate the sustainability of funding and financing strategies for GCCW, with a specific focus on private non-residential land and non-City-owned public land. The resulting report provides a set of recommendations that can be considered individually or in combination to help guide and finance GCCW’s implementation and achieve the City’s greened acre goals.
