The Department provides land use planning for the physical development of Prince George's County, Maryland. As the second most populous county in Maryland, Prince George's has a population of approximately 967,201 residents and is home to The University of Maryland at College Park, NASA Goddard Space Flight Center, and Joint Base Andrews Air Force Base. This position is housed within the Research Section of the Information Management Division (IMD) and will focus on planning research and analysis in support of planning activities related to community planning, countywide planning, and development review activities across the Department. The ideal candidate will be self-motivated, organized, determined, detail oriented, and able to work efficiently independently and as part of a team. The ability to effectively respond to time sensitive requests while also completing longer term projects is important.
Qualified applicants for this position will possess experience in planning and zoning as well as data research, and technical and communications skills in order to provide accurately informed decisions for public policy and program formulations. Experience with software applications related to Geographic Information Systems (GIS), Adobe Creative Suites, Office 365 collaboration tools, transportation modeling, or land development systems is desired.

Examples of Important Duties

- Assists with developing socioeconomic forecasts, development capacity analysis, scenario planning, housing studies, nonresidential trend analysis, and other assigned tasks.
- Compiles, collects, and analyzes demographic, socioeconomic, and land use data from the U.S. Census Bureau, other federal and state agencies, or local administrative sources.
- Summarizes research findings in a variety of formats, including written reports, StoryMaps, PowerPoint presentations, etc. to support master planning, community planning, and functional planning.
- Contributes to general plans, master plans, sector plans, transit-oriented plans, bicycle and pedestrian plans, and special planning studies by providing research on a comprehensive set of planning-related indicators.
- Be familiar with internal and external planning information resources and makes referrals to other staff members as appropriate.
- Uses tools such as ArcGIS, Zonda, CommunityViz, CoStar and other tools to furnish reports and studies.
- Makes public presentations as required by the Planning Research Supervisor.

Minimum Qualifications
-
- Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
- Two (2) years of progressively responsible professional level planning experience or specific area of assignment such as transportation planning, environmental planning or urban planning.
- An equivalent combination of education and experience may be substituted, which together total six (6) years.
- Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
Preferred Qualifications

- Master’s Degree in planning, architecture, urban design, geography, or related field.
- Certified by the American Institute of Certified Planners (AICP).
- Understanding of federal, state, and local government agencies’ operations, policies, and regulations.
- Knowledge of land use planning principles, practices, site planning, development applications, and parcel data.
- Skilled in the use and application of ArcGIS.
- Experience with planning tools such as CommunityViz, ArcGIS Urban, CoStar, Zonda, Tableau, or Microsoft Power BI.
- Expertise in Adobe Creative Suites, Office 365 collaboration tools, transportation modeling, or land development systems.
