The University of Maryland EFC and the Environmental Finance Center at the University of North Carolina are partnering to evaluate household and community affordability metrics for the U.S. Environmental Protection Agency (EPA) memos “Financial Capability Assessment Framework for Municipal Clean Water Act Requirements” and “Developing a New Framework for Household Affordability and Financial Capability Assessment in the Water Sector.” The team is using a variety of metrics to assess appropriate measurements that can be used for affordability determinations for water services. These metrics are increasingly important as the cost of water services are on the rise. Case studies will be conducted across the nation to inform the EPA regarding metric ease of use and relevant community concerns when addressing water affordability in medium-sized (<100,000 people) communities.
