This white paper report was the culmination of a year-long outreach and technical assistance effort managed by the Environmental Finance Center at the University of Maryland (EFC), in coordination with the Delaware Department of Natural Resources and Environmental Control and First State Community Action Agency for the Inland Bays Watershed, located in Sussex County, Delaware. The project was designed to identify sustainable financing strategies to support community financing needs related to upcoming septic system inspection and performance requirements planned as part of a Pollution Control Strategy to reduce nutrient loads that would meet Total Maximum Daily Load requirements. The project had two objectives – first, to clarify costs and financing needs of affected residents related to the proposed regulations and second, to identify creative financing opportunities to address these needs.
