Between 2013 and 2019, the EFC partnered with the Maryland Energy Administration to administer the Maryland Smart Energy Communities (MSEC) program. This program provides local communities with technical assistance and financial incentives to implement energy efficiency, renewable energy, and transportation projects. The EFC provided critical program support and community relationship assistance to prospective, new, and existing MSEC communities. Part education and technical assistance, part recognition program, and part financing vehicle, the MSEC program blends together multiple objectives to serve communities of all sizes.
